[RQt-devel] windows binary built

Frustrating news:

With R 2.15, CRAN will requires packages to support 64 bit Windows, so they
are not accepting any more 32-bit-only submissions. This means I need to
create a custom 64 bit build of Qt. So that is going to be a while...
