[tlocoh-info] Package_Update_Tlocoh-info Digest, Vol 9, Issue 3

Thanks Anna. Yes it seems if you're using R3.0, the update.packages() 
will only update to version 1.16, but if you update R to v 3.1 then it 
will install 1.17. Or you can manually download the latest version 
<https://r-forge.r-project.org/R/?group_id=1622> of the package as you 
suggest and install it from the zip file. Best, Andy
