Hi Duncan,
gpclib is definitely one of the more problematic packages to install
because there is no binary for Windows. I've always been able to install
gpclib from source on Windows, but you also need to have RTools
installed and added to the path (which is not obvious). I just updated
the manual installation
<http://tlocoh.r-forge.r-project.org/manual_install.html> page with some
additional instructions on doing this and a link to RTools.
Also gpclib is only a suggested package for T-LoCoH, not required,
because it is only called on when the polygon union function from the
rgeos package fails (which is rare but does happen). So you can also
probably get away without installing it at all.

I can't seem to get gpclib 1.5-3 or 1.5-1 to install from source on my Windows machine under R 3.0.2 and tloco-h doesn't want to run
under R 2.15.1. Is there a workaround for this situation, since gpclib doesn't seem to be under active development, or do I need to
step up my purchase of a macbook? ;-)
