Dear Jia,
The message indicates that the simulation process cannot terminate. This
could be because the rate parameter has been made so large the steps
happen too frequently or because the network cannot make any more changes.
If you cannot work out what has happened, give me a bit more information:
are you using the siena01Gui, or the command line interface, which version
of RSiena, R,... Then I can tailor my advice as to the next step.
