Updated design of the primary gsDesignGUI dialog:

* Fixed sorting of QTableWidget issue where coercion of some out of range values sometimes resulted in "0" being entered in item (cell) as opposed to a specified minimum value of "0.0001"

* Develop uniform distribution of timing vector function and synchronized it to spacing and number of interim analyses widgets

* Aligned text in spinBoxes to the right.

* Fixed layout stacking of Error and Power group
