yes it does only you need to use a proximity, not a distance.

Would it be meaningful to run spca with the spatail weights matrix replaced by a pairwise cost distance matrix, thenn using the output to determine support for signficant spatail structure based on the "cost distance sapce" rather than the euclidean distance space?
