[Roxygen-devel] TODO tag error with Rd2

To fix this issue, I have modified function parse.todo in file Rd2.R

parse.todo <- function(key, value)
  append.Rd(todoTag(key,value))

And added a todoTag function to Rdapi.R

todoTag <- function(k,v)
  return(sectionTag('Todo',paste('{', v, '}')))

I am not sure if this issue was affecting other users and to what
extend this represent a reasonable fix, but it seems to work with a
couple examples I tries and produces the same results as
use.Rd2=FALSE.
