[Rsiena-help] RSiena version 1.0.11

Dear All,

There is a new version of RSiena available on R-forge, 1.0.11, which 
contains a few bug fixes that have been requested.

I have made this version of RSiena available on CRAN extras, as R-forge seems 
to have a problem with the Windows builds.  In Windows, just install as 
though from CRAN, on other platforms you can use either CRAN or R-forge.
