Ok, that's a compatiblity bug.Looking for CC_VERSION in in http://www.gnu.org/software/octave/NEWS-4.0.html tells us that the config variable changed name.I have a fix for this now.Can you please open an issue on GitHub: https://github.com/renozao/RcppOctave/issues

I installed the development version in R with the command
devtools::install_github('renozao/RcppOctave', ref = 'develop')
I suppose it is the develop branch since the master of github apparently hasn't been updated for a year

The development version for RcppOctave installed without a problem.
This time R version is 3.2.0 on a clean install of Ubuntu 15.04 64 bits. Octave version is 3.8.2 but this time is complied with the ./configure options --with-hdf5-includedir=/usr/include/hdf5/serial --with-hdf5-libdir=/usr/lib/x86_64-linux-gnu/hdf5/serial
Ubuntu 15.04 now allows installing both the serial and openmpi versions for hdf5 they are installed in the subdirectories .../hdf5/serial and ../hdf5/openmpi respectively. Octave seems to have a problem picking up hdf5 in the openmpi subdirectory so I used the serial version.
