mkoctfile is the compiler tool from Octave, which is used to compile Octave
modules, and wraps calls to the compiler adding Octave include and lib
directory where needed.
It sort of is the equivalent of R CMD compile/SHLIB, for Octave.
This is all I know about it, I don't know the technical details, just the
user perspective.
