[Rcpp-devel] [ANN] RcppArmadillo 0.2.17

Conrad released Armadillo 1.1.90 yesterday; the corresponding new
RcppArmadillo version is now on CRAN and should be built for Windows shortly
as well.  The NEWS entry is below.

         * Added .min() & .max(), which can provide the extremum's location
