As documented on the web page (copied, pasted, reindented and highlighted):
Status
Version 0.2.3 should build and install on just about any Linux and OS X
system, and even on Windows machines that have the Rtools compiled by
Duncan Murdoch as detailed in the The Windows Toolset appendix to the R
Installation manual. Do not report an error if you fail to build this
with another compiler as this is not supported. (However, the examples

This broke after RInside 0.2.1 for Windows. It is presumably due to the
(literally) hundreds of changes we made to Rcpp. Romain and I had meant to
sort this out prior to the useR conference, but haven't. If someone with
Windows skills is willing and able to debug this, we would welcome patches.
Otherwise, as I recall, Rcpp 0.7.1 and RInside 0.2.1 formed a working
combination on Windows,
