[RQt-devel] qtbase built for 64 bit

Hey guys,

I finally managed to get qtbase building for 64 bit Windows. This means we
can distribute Windows binaries through CRAN. Still need to clean up the
process for the benefit of the CRAN maintainers. And then move on to
qtpaint.
