[pomp-announce] pomp version 0.40-2

I've just submitted version pomp 0.40-2 to CRAN.  Source code and binaries 
should become available on the mirrors over the next few days.  This is a bug 
fix release.  A bug was introduced in 0.40-1 that is fixed here.  Sorry about 
two releases in 2 days!
