Dear Tuan,
Yes, there are ways to re-make this plot in genoplotr. To explore the possibilities, look at the examples in http://genoplotr.r-forge.r-project.org/screenshots.php
You can also explore the examples directly in R:
> library(genoPlotR)
> help(plot_gene_map)
> example(plot_gene_map)
To plot your own gene symbols/arrows, look into
> help(gene_type)
> example(gene_type)
To add graphs to each segment, look at
> help(seg_plot)
> example(seg_plot)
