[GenABEL-dev] extremely long package load time due to checkPackageVersionOnCRAN() call on package load

I think this is very reasonable request.

How do you think it should look like - something like an extra argument to
"library", e.g.

library(GenABEL) does version checks, but something like

library(GenABEL,versionCheck=FALSE) does not?

We should also probably change the "timeout = 10" default value to say 3 or
5 - if everybody agrees I can do that (actually I am in the process of
preparing new release, 1.7-1 - will be out in a couple of days).
