[GenABEL-dev] New upload of PredictABEL

Dear Suman and others,
I have been looking at whether we can get rid of the PBSmodelling
dependency of PredictABEL. PBSmodelling needs two system-level
dependencies that the user must install (at least on Linux). Since one
of these packages is not available in the latest Ubuntu, Debian and
CentOS/RedHat distributions (libtktable) it creates problems for Linux
users.
We only use one function of that package (EvalCall) and my proposal is
to simply copy the code of that function into PredictABEL, since it is a
rather small function. The PBSmodelling licence is GPL3, so we can
easily do this.
Any objections?
