[FLR-list] resampling

I have prototyped a new method for FLQuant for sampling from a frequency
distribution. It is in FLMethLen/R/lk-methods.R

It is intended to model sampling procedures, i.e. for catch-at-age or
catch/length-at-size.

I also intend to create a version for FLPar. But first could some one have
a look at it to make sure the naming and usage are OK
