I've always been able to install gpclib from source on Windows, but you also need to have RTools installed and added to the path (which is not obvious). I just updated the manual installation page with some additional instructions on doing this and a link to RTools. Also gpclib is only a suggested package for T-LoCoH, not required, because it is only called on when the polygon union function from the rgeos package fails (which is rare but does happen). So you can also probably get away without installing it at all. Hope this helps.
