I had the same problem here at the University of Amsterdam: I couldn't install the latest R version too. In my case it had to do with administration rights and I needed someone for the ICT dep. to install it for me.<BR>

R-forge only provides packages for the current version of R. You need to<BR>
install R 2.10.1 in order to use this command. Alternatively, download the<BR>
binary from the R-forge web page and install from the zip file. This is a<BR>
menu option on Windows, so probably on Macs as well.<BR>

Upgrading R is recommended, although if you do this I suggest you<BR>
preinstall the package xtable, which is not on R-forge, before installing<BR>
RSiena.<BR>
